Pandemic Action Network (PAN), Resilience Action Network Africa (RANA), and nearly 20 other civil society organizations urge Members States in a joint statement to show up to the Intergovernmental Negotiating Body’s twelfth meeting (INB12) on Nov. 4-15 ready to build consensus and drive action on the issues most important to advance equity in pandemic prevention, preparedness, and response.

As INB12 approaches, as representatives from diverse civil society organizations, we urge Member States to renew commitment to expeditiously advance a meaningful pandemic agreement that will drive concrete change.
A holistic pandemic agreement, grounded in equity and human rights, that helps align WHO Member States around priority actions for pandemic prevention, preparedness, and response (PPPR) remains an essential and missing tool in the global ecosystem. While meaningful negotiations take time, Member States must act with urgency, and come to INB12 with the expectation of reaching consensus on outstanding issues that are needed to advance a final agreement.
Clear and meaningful commitments are needed on equitable access to countermeasures, technology transfer and know-how sharing, transparency in research and development, regulatory harmonization and streamlining during emergencies, One Health that includes spillover prevention, and accountability for action. Member States must double down on these critical components of PPPR, and not relegate them to future negotiations or processes. Driving alignment on these issues may be complex, but it is not impossible if Member States commit to work in the spirit of health, safety, and equity for all.
The world needs a meaningful tool to emerge from the INB process that enshrines binding commitments and accountability for action. As we wait, outbreaks of H5N1, cholera, mpox, and Marburg continue to expose the challenges to coordinated prevention, preparedness, and response to global health threats. We can’t afford to keep waiting.
