170+ Call for Access to the Pandemic Agreement Negotiations

INB CSO Letter

Ahead of the July meeting to define the modalities for the final, crucial stage of the pandemic agreement negotiations, more than 170 undersigned civil society organisations and supporters from 44 countries are writing this open call to all Member States and to the Intergovernmental Negotiating Body (INB) to demand the official involvement of CSOs in all remaining negotiations in the INB process for a new pandemic agreement from here on in.

Throughout the pandemic agreement negotiations, many civil society organisations have been working to support the INB process, sharing their expertise and knowledge on the margins of the negotiations. When CSOs have been invited to organise events or offer their expertise to negotiators, such as in February 2024 and during numerous bilateral meetings, these interactions have been warmly welcomed as providing materials that have proven extremely useful to help increase understanding of some of the most complex issues being negotiated.

Despite this, civil society groups have had to rely on brief, piecemeal interactions with negotiators with no structural participation bar some Bureau briefings and ad-hoc meetings by the Co-Chairs of the first INB process. Whilst welcome, these are not an adequate substitute to being part of the official process.

Civil society has repeatedly called for greater participation. The failure to facilitate this meaningful participation of civil society organisations identified as relevant stakeholders in the ongoing negotiation process risks rolling back on best practice in global negotiations. Member States must take the INB extension as an opportunity to facilitate an inclusive process to deliver a pandemic agreement grounded in equity and human rights. 

We call on Member States to use the opportunity of the renewed INB mandate to: 

  • Bring civil society, communities and academia to the table so they (in official relations and those identified as relevant INB stakeholders) can participate in all INB meetings going forward. 
  • Provide all documentation to relevant stakeholders in a timely manner.
  • Provide the necessary support and assistance to enable civil society to fully participate.
